How does one best improve workforce quality?

This can be achieved by replacing poor performers, use of training or reviewing the systems evaluating work. Currently, because of lower hiring rates by multinationals many highly qualified graduates are available, both Chinese and foreign. The problem with replacing staff with new graduates is the difficulties that are present in identifying new high performers. In this regard it is important to acknowledge that performance throughout a company needs to be tied to the business goals.
