Have the foreign exchange rules undergone many changes?

Due to capital flight, low enforcement rates etc. the State Administration of Foreign Exchange decided to tighten the rules and introduced a circular in 1998, which takes away the so-called swap centers and authorizes only banks to conclude sale and purchases of foreign exchange. These rules have also introduced a closer screening of documentation.
